湖南省农村30年改革发展的经验：农民增收是主线

近30年的农村改革，使得我国“三农”面貌发生了翻天覆地的变化，巨大成就举世瞩目。农民增收是“三农”问题的中心，是重中之重。湖南省农村30年改革发展给我们留下的启示就是：农民增收是农村改革发展的主线。论文从总量、结构、阶段性、差异性和政策效果等角度回顾和分析了30年来湖南农民收入的演变和现状，得出转折点上湖南农民增收不容乐观，因为：中国经济大背景下农民增收难，粮食大省农民增产不增收，务工经济对地方财政贡献度不大，农业基础薄弱，贫困面还很大。因此，需要促进农民增收与粮食安全协同发展；统筹城乡，实现基本公共服务均等化；发展非农产业，促进农民市民化；深化农村市场改革，发挥市场资源配置的基础性作用；建立财政支持“三农”的长效机制。
