| 摘 要： | 赫德与马格里都是英国人，似乎应该团结互助共同发展了。然而不然，赫德是总税务司，是海关系统，马格里是外交系统。赫德要插手外交，引起马格里的反感。赫德又担心马格里会出任总税务司。因此，双方勾心斗角，形同敌国，直至马格里逝世。

| Abstract: | Robert Hart and Sir Samuel Halliday MaCartney, both from Britain, were supposed to help each other and cooperate with each other. However, this was not the case. The former worked for the taxation system while the latter for the customs system. When Robert wanted to get involved in foreign affairs, Samuel was irritated.
