对“参与治理”理论的质疑

在20世纪后期,参与治理被作为社会治理的一个重要途径而得到广泛的推荐。但是,参与治理实际上是近代以来追求形式民主思路的延伸,是对近代以来政治的民主追求与行政的集权实践的综合。虽然学者们极力证明参与治理是一种更好的治理,实际上,它并不能满足当前社会变革的要求,参与治理的中心—边缘结构决定了它依然是一种包含着治理主体不平等内涵的治理模式,而且在实践上也必然会遇到各种各样的困难。

Inquiries on the Theory of "Participative Governance"

In the end of the 20th century, participative governance,an important means to social governance,has been widely accepted.In fact,participative governance is the extension of democracy in form since the modern society and it combines both the democratic pursuit in politics and administrative practice of the centralization of the state power.Although many scholars try to prove the civil participation a better mode of governance,it cannot meet the demands of contemporary societies.The center-edge structure of the participative governance determines that the mode is still lack of equality in both content and form and in practice it must have come across many difficulties.
