战略监管关系构建与银行风险管理体系再造

作为企业,银行必须认真对待风险,实现价值最大化;同时,作为特殊企业,外部监管是确保其稳健经营的重要手段。监管者和被监管者之间在博弈过程中,必须在监管目标的指导下,建立战略监管关系,才可以有效地防止监管腐败、提高监管效率,确保银行体系的稳定发展。对于我国银行业来说,构建战略监管关系,并在此框架下对银行内部风险管理体系进行再造是当前十分紧迫的重要任务。本文从银行监管的发展、战略监管关系的内涵与构建、战略监管关系下的银行内部监管意识的建立、银行治理结构的完善与风险管理体系再造等方面展开战略监管关系构建和银行风险

The Establishment of Strategic Regulation Relations and the Reconstruction of Risk Management System of Banks

A bank must deal with risks to maximize value as an enterprise does.At the same time,the external regulation ensures that banks operate normally.Regulators and banks should establish strategic regulation relationship to avoid regulation corruption and high up regulation efficiency during the game process.Now,it is urgent to reconstruct the internal risk management system of a bank under strategic regulation relationship framework.And a bank should reconstruct risk management system through establishing internal regulation relationship to improve corporation governance structure.This paper,under the strategic regulation relationship,aims to discuss such problems of bank management as regulation development,bank regulation development,internal regulation thought and reconstruction strategy of risk management system.
