论“两个务必”与党的执政能力建设

毛泽东等老一辈无产阶级革命家在新中国黎明的前夜，面对取得革命战争的决定性胜利，在西柏坡召开的中共七届二中全会上，向全党提出“两个务必”的著名论述，深刻阐述了怎样执政、为谁执政的问题。“两个务必”是毛泽东对中国共产党“能不能长久执政、能不能为人民执好政”的历史性课题作出的科学回答。历史实践证明，坚持“两个务必”是我党长期执政的重要思想保证，是我党永葆先进性和纯洁性的根本要求，是我党提高执政能力的内在需求。

On the Relationship Between the "Two Musts" and the Governance Capacity of CPC

At the dawn of the birth of New China,with the coming of the decisive victory of the Chinese Revolutionary War,Mao Zedong and other veteran proletarian revolutionaries made the wellknown statement of ＂Two Musts＂ to the whole party at the Second Plenary Session of the Seventh Central Committee held at Xibaipo, Hebei Province. It expounded in depth how and for whom CPC should implement the administrative power,and served as the scientific answer to the historic issue of whether CPC could be in power for long and whether CPC could serve the people well with the governance. History shows that adherence to the ＂Two Musts＂ is the ideological guarantee of CPC＇s long-term administration, fundamental requirement of CPC＇s advancement and purity, and inherent need for elevation of CPC＇s governance capacity.
