突发性事件中非政府组织的地位和作用

SARS的爆发流行预示着中国社会已经步入了高风险社会的行列。在习惯于繁荣稳定生活的情况下,突发性社会事件成为警示社会风险的惟一途径。面对高风险社会的来临,建立一套与风险社会相对应的、比较完善的社会结构和社会运行系统,是防范和应对社会风险的最有效的方法。非政府组织由于其自身的特性和功能,在应对社会风险和突发性社会事件的过程中有着不可替代的重要作用。我国在迈向现代性国家的进程中,必须大力发展非政府组织,完善社会结构,实现社会的良性发展。

Functions of the Non-Government Establishment in Unexpected Accidents

The paper holds that the outbreak of the SARS heralds China's entry into a high-risk society, where unexpected accidents.SARS a typical example,are the only alarming agent to people who have been accustomed to stability and prosperity,and that to meet this challenge it is highly necessary that a flexible and relatively perfect social structure and social operative system be established on the basis of non-government efforts.
