第三产业对环境的污染和对资源的消耗日趋严重。在大力推进第一产业和第二产业清洁生产的基础上在第三产业推行清洁生产。是从根本上解决环境污染日益严重和资源日趋耗竭、保证人类社会可持续发展的客观要求。为此，应优化产业结构，加快发展第三产业；扩大第三产业清洁生产的实施范围；尽快制定第三产业清洁生产标准；制定强制性清洁生产审核的企业资源消耗标准；认真立法，严格执法；改善管理、清洁服务。

The Causes, Significances and Suggestions of the Cleaner Production in Tertiary Industry

The environment pollution and the consumption of resources caused by tertiary industry have become more and more serious. Vigorously promoting cleaner production in tertiary industry on the basis of clean produc- tion carried out in the first industry and the second industry is one of the fundamental solutions to the increasingly serious environmental pollution and resources exhaustion, guaranteeing the objective requirements of the sustain- able development of human society. Therefore, the following measures should be adopted effectively： optimizing the industrial structure and accelerating the development of tertiary industry; expanding the implementation of cleaner production in tertiary industry; working out the cleaner production standards in tertiary industry as soon as possible; constituting compulsory audit standards of enterprise resource consumption in clean production; seriously legislating and strictly enforcing laws; improving the management and cleaning services.
