| 摘 要： | 构建社会主义和谐社会已成为中国社会取得共识的远景目标和战略选择,更是加强党的执政能力建设的重要内容.一个和谐的社会必须是一个正义的社会,而一个正义的社会是一个系统,在其中,政治正义成为和谐社会的政治基础.政治正义应包括实质的正义和程序的正义两方面,前者指政治制度本身应该体现两个价值目标,即给予公民平等的基本权利,同时要使经济发展的成果能够分流到大众手中;后者指公共权力的行使要符合正义.为了防止公共权力的滥用,必须要加强法治建设和民主建设,通过立法、司法和群众的监督制约公共权力的运行.
