完善我国住宅质量保证保险的对策分析

针对我国近年试行住宅质量保证保险且投保项目过少的现象及其成因,分析了推行该保险的必要性、可能性,按照合理控制风险、实现规模效应的基本思路,根据保险、风险管理、系统工程等理论,提出了保险行业应正确认识风险、科学进行定价、优化品种设计、建立住宅质量信用评价体系等应对措施,以及社会各界应树立保险意识,健全保险体系,建立信用与偿付能力评定制度,完善信息披露等外部综合配套环境等若干建议,进而为完善我国住宅质量保证保险制度提供有益的帮助.

Perfection of Residence Quality Insurance in China

Recently the residence quality insurance was launched on a trial basis in China, but only a few residences were insured against their qualities. The reasons why such a case happened is discussed including the necessity and possibility of the insurance. In view of the reasonable control of risks and the planning of promoting the insurance and based on the management theories of insurance and risk control and system engineering, some key points are put forward for insurers, such as full awareness of all possible risks, rational premium/coverage, optimization of branches of insurance and evaluation system of residence quality. In addition, the social concerns are also discussed, such as people's consciousness of insurance, perfection of insurance system, evaluation system for credibility of insurance indemnities and making insurers' information public. All these are expected beneficial to the perfection of the residence quality insurance in China.
