美国移民法案的现状及其展望

美国国内非法移民问题日益突出,导致移民法案改革的问题不断升温。在美非法移民总数达1 200万,对美国社会总体影响利大于弊。美国民众和社会团体对非法移民看法存在分歧,美国国会内部和布什政府对移民政策也存在不同政治倾向。参、众两院近期分别通过不同版本的移民法案。布什政府采取措施严打非法移民,同时主张非法移民合法化。进一步加强移民与边界执法,允许非法移民有限度合法化的温和法案有望获得通过。

Present situation and prospect of U.S. immigration law

The increase of immigration problems in the U.S has heated again the debate over Immigration Act reform.U.S.public splits on attitude towards the 12 million illegal immigrants currently in the U.S which generally have more positive than negative effects on U.S.at large.The House of Representatives and the Senate passed different versions of new Immigration Act.Bush Administration holds tough stands on anti-illegal immigrants,and also proposes legalization of the status of illegal immigrants.Though the final Immigration Act is unpredictable,the soft version,strengthening border control while legalizing illegal immigrants,has been a common ground.
