甘肃省农民工权益受侵害状况、原因分析及立法建议

农民工权益保障问题仍然是当今中国“三农”问题的重中之重。甘肃农民工权益遭受侵害状况及其产生的原因在全国范围内既具有普遍性，又具西部欠发达地区的独特性。研究农民工权益保障问题，必须立足于机制转变和制度创新，从转变城乡二元体制结构，推动农村乡镇体制改革和农村户籍改革入手，建立完备的“三农”问题法律法规体系及其监督机制，才能依法维护农民工的合法权益。

Infringement of Migrant Worker's Right and Interest in Gansu Province, Its Reasons and Lawful Proposals

The issue of migrant workers' right and interest guarantee has the most vital importance among agriculture,rural areas and farmers.The infringement of Gansu migrant workers' interest and benefit and its reasons has universal characteristics as other areas in China as well as peculiar undeveloped area characteristics.The studies on migrant worker's right and interest should be based on mechanism change and system innovation,starting from changing the binary system between rural and urban areas,facilitating the rural system reform and the household registration reform,establishing complete law,rule system and supervision system concerning the issues of agriculture,rural areas and farmers to protect migrant workers' legitimate right and interest.
