我国依法治国目标实现的障碍因素及对策

依法治国是党的十五大确立的在社会主义市场经济条件下的治国目标。在法治化进程中现存有经济市场化程度偏低、政企不分、社会主义初级阶段民主政治建设不成熟、法制体系及法治观念薄弱等障碍因素,对上述问题,作者认为应有以下解决思路:加强完善人民代表大会制度、政企分开、立法监督及把人文主义精神融入社会主义精神文明建设中去构建法制文化,培育法治观念等。

The obstacle factors and countermeasures of achieving the aim that run the country according to law in our country

Running a country according to law is a goal of running a country under the conditions of socialist market economy established by the 15th National Congress of the CPC.The low degree of the economy market-oriented, the indistinction between the function of the government and those of the enterprises and unripeness of the construction of the democratic politics process during the process of ruling by law. This text proposed the countermeasures as follows: strengthen the people congress system, separate government function from enterprise management and legislation under surveillance.
