| 摘 要： | 安全阀机制不仅指社会冲突本身,也指社会政治机构避免或减少危机的一种机制,它可以使不满社会结构的情绪得到宣泄从而保持社会结构的稳定。我们应抛除对社会稳定的僵硬思维,更全面地从更大的系统去理解社会稳定的范畴。西藏地区建立安全阀机制应注意以下几个重要问题:建立和完善社会保障体系,完善利益协调机制,健全社会管理体系,建立社会心理调控机制以及健全突发事件应急管理机制。

| Abstract: | The article sketches the theory of safety valve and expresses the new cognition of the social stability in Tibet.Based on this,the article discusses There are several important problems on how to build the safety valve mechanism in Tibet.That is:constructing the social security system,improving the interest coordination mechanism,perfecting the social management system,establishing the social mental adjustment mechanism and promoting the emergency management mechanism. |
