“十二五”期间西部高等级公路建设面临的机遇和瓶颈

实施西部大开发战略以来，西部地区的公路建设得到长足发展，但西部高等级公路建设与全国高等级公路的差距明显。2008年以来，西部地区经济的快速发展要求加快高等级公路建设，国务院出台的关于扩大内需促进经济平稳较快增长的政策措施，也为西部高等级公路建设带来巨大机遇。在“十二五”期间，西部高等级公路将得到跨越式发展。在历史性的发展机遇面前，西部高等级公路的发展面临着融资和土地征迁两大瓶颈，就此从多角度分析这两大瓶颈产生的原因，并给予相关建议。
