农业综合开发项目产权制度缺陷及其改进--以江苏农业综合开发项目小水利改革为例

以中低产田改造、农业科技水平提高、农村基础设施建设为主的农业综合开发始于1988年,16年来已积累了大量国有资产.如何对这部分资产产权进行界定和改革,带动和促进整个开发资产的管理创新,从整体上提高开发能力,是目前我国农业开发面临的主要问题.文章以江苏省农业综合开发项目小水利产权制度改革为背景,通过调查,提出只要公共产品收费技术问题得以解决,就可以实现公共产品由政府供给向市场供给的转化.

Limitation of the Comprehensive Agricultural Development and Its Amelioration

With the comprehensive agricultural development about how to reconstruct middle-low field, update agricultural technology and optimize rural structural facility, a large number of state owned assets have been accumulated since 1988. What we are being faced with is to define the property and improve management. Based on the variance of the property relations of agricultural water conservancy in jiangsu province, this paper points out that public goods can be produced by the market instead of the government if the charge mechanism of the public goods has been settled.
