现行财政体制中的民政事业经费

当代中国的民政工作所表现出来的“动态性”和“扩张性”的特点极为明显，可以说是一个发展中的政府部门。本文以时间序列和空间序列为经纬，从纵向和横向比较分析了1978年以来我国民政事业经费增长的情况，以及实际的社会需要，提出了在现行财政体制下进一步理顺关系的政策建议。

Expenditure on Civil Administration Undertakings within Present Financial System

In contemporary Chinese society, it is evident that the civil administration undertakings bear dynamic and expansive features. Thus civil administration department is regarded as a developing official department. This paper, based on time and space sequences, comprehensively analyzes the increasing expenditure on civil administration undertakings since the implementing of open and reform policy and the actual need of the society. Then, it proposes a series of suggestions on dealing with relevant issues within present financial system.
