我国区域减灾基础能力建设的需求分析与对策探讨

尽管减灾需求的变化情况要受到各种因素的影响,但一般说来,综合受灾程度最高的地区作为我国自然灾害对社会发展危害最严重的地区,也应是我国减灾的重点地区.在考虑具体的减灾需求时,需考虑到自然灾害对社会经济发展影响的深度.总体上看,受灾损失的程度越大、灾害对社会经济发展的影响程度越深,也就越有较大的减灾需求.为有效加强区域的减灾基础能力建设,除加快经济发展以及大力提高减灾科技水平外,积极开辰减灾能力调查、合理地规划区域减灾能力建设及提高灾害意识也有着相当的必要性与现实意义.
