| 摘 要： | 民间组织已成为中国社会和政府转型期解决社会问题的一个重要机制，虽然其取得了长足的发展，但当前也面临一定的困境。就其与政府关系而言，近些年来，面对民间组织的迅速崛起，政府对民间组织采取过于强化控制管理政策，使得民间组织在发展过程中存在一定障碍。因此，完善政府对民间组织的控制管理政策是解决民间组织发展困境的重要途径之一。
