| 摘 要： | 二战后，对发展中国家的经济援助已经成为美国外交政策的一项重要内容，并在肯尼迪时期制度化。这是美国为进一步拉拢美苏中间地带的广大发展中国家而进行的战略手段的转变，其实质是为维护美国国家利益、维护美国世界霸权服务的。

| Abstract: | After World War II,the economic assistance to developing countries had already become an important part of American foreign policy,furthermore,the policy had been institutionalized in time of kennedy.This was a transition of American strategy means in order to win more developing countries in the midst region of American and the Soviet Union,which substantially served to the American national interests and Global hegemony. |
