| Abstract: | The lag of higher education, especially the insufficiency of first-class universities, is the "bottle neck"(restriction factor) which has been restricting Henan economic development. To enhance program development, improve the quality and innovation of undergraduates and strengthen teaching staff will be effective strategic means for Henan universities and colleges to become research-type universities. |
