| 摘 要： | 诞生于西方的治理理论是一种不成熟的理论,比较适合于西方式的民主政治和成熟的市民社会。中国要借鉴西方的公共治理理论,必须首先实现治理理论的本土化。西方治理理论的本土化不仅存在特殊性阻滞因素,而且也存在普遍性阻滞因素。特殊性阻滞因素则可能导致中国的公共治理根本无法实施,而普遍性阻滞因素有可能导致"治理失败"。文章仅就西方公共治理面临的普遍性阻滞因素进行分析。
