摘    要:弹性工时制是20世纪60年代由德国经济学家提出的,当时是为了解决职工上下班交通拥挤的困难。从20世纪70年代开始,这一制度在欧美得到了稳定的发展。我国企业近年来已引入弹性工时制,在部分企业取得了比较明显的效果。但是由于种种原因,推广范围还不够广泛,在强调“以人为本”的今天,中国企业有必要寻找合适的切入点进行突破,国外部分大企业及国内知名企业的成功经验对此有重要而深刻的启示。

Abstract:Flexible work time is one of the alternative scheduling practices that have grown steadily in popularity over the last 20 to 30 years. In one form of flexitime, management defines days worked and total hours for the week, and employees choose their starting times and work hours. In another variation, management defines days and hours per day, and employees choose their starting times. Complete fleixtime, in which employees come and go at will, we are trying the suitable solution to make this method rooted and fruited in China's HR management.
