构建和谐社会背景下的户籍制度改革

户籍制度长期以来是影响我国和谐社会关系构建、发展的瓶颈,由此引发的问题日益增多。为从根本上解决问题,我们必须统一立法,让隐藏在户口背后的劳动、人事、工资、教育、卫生、物价等相关社会管理制度与户籍制度脱钩;取消城乡之间、地区之间迁徙的行政限制,户口管理机关仅以申请人所提供的住所证据来登记户口;实现全国范围内统一的社会保障、社会福利制度。
