| 摘 要： | 公共危机与治理模式之间构成了一种"挑战—回应"的循环关系。公共治理从其基本内涵和理念来看,是对风险社会中公共危机最好的回应。实现善治,是公共危机管理的有效之道。就我国而言,公共治理视野中的公共危机管理必须实现治理目标、治理主体、治理手段的转变。

| Abstract: | There is a kind of relation of "challenge-response" between public crisis and governance mode.From the point of its basic connotation and theory,public governance is the best response to public crisis for risk society;meanwhile the realization of good governance is an effective way of public crisis management.As far as China is concerned,the changes of public crisis management in the view of public governance include the target of management,the body of management and the instrument of management. |
