全面从严治党视阈下社会治理创新的反思与超越

十八大以来,中国社会治理创新始终坚持在党的领导下,以人民为中心,通过党建引领多元主体参与形式,在社会治理理念、社会治理能力、社会治理领域、社会治理成效等方面取得了长足进步。这些成就的取得离不开领导重视、科学谋划,离不开大力协同、勇于担当,离不开督促检查、严格考核。但一些地区和部门由于存在目标不清、思想保守,机制不畅、体制僵化,人员不足、素质不高等因素,在一定程度上妨碍了社会治理创新的健康发展。基于此,我们有必要通过以党建引领为先导,重视发挥党委核心作用;以便民、惠民、利民为目标,大力倡导政府主体责任;以共建、共治、共享为依托,着力提高多元参与能力;以德治、法治、自治为保障,“三治融合”开创社会治理新局面。

Reflection and Transcendence of Social Governance Innovation from Strictly Administering the CPC in an All-Round Way

Since the 18th National Congress of the Communist Party of China,China has always adhered to the innovation of social governance under the leadership of the Party.By taking the people as the center,and leading multiple forms of participation through Party building,great progress has been made in social governance concepts,social governance capabilities,social governance areas,and social governance effectiveness.These achievements are inseparable from the importance of leadership and scientific planning,the strong coordination and courage to take responsibilities,and the urgency of inspection and strict assessment.However,in some regions and departments,factors such as unclear goals,conservative thinking,poor mechanisms,rigid systems,insufficient staff,and low quality have hindered the healthy development of social governance innovation to a certain extent.Based on these,it is necessary for us to take the leadership of Party building as the guide and pay attention to the core role of the Party committee;with the goal of benefiting the people,to vigorously advocate the main responsibility of the government;with the support of co-governance and sharing,to strive to improve the ability of multiple participation;with the guarantee of rule of law and autonomy,to create a new situation of social governance.
