论中共在接管城市中的军事管制制度

1948 年以来，伴随着人民军队胜利的步伐，全国有许多大中城市陆续得到解放，如何接受和管理这些城市成为 党亟需解决的问题。以毛泽东为首的中共中央从全国新解放城市的复杂情况出发,吸收和借鉴其他地区的经验和教训，决定 在新解放的城市实施军事管制制度（以下简称“军管制”），成立军事管制委员会（以下简称军管会）。军管制虽然存在的时间不 长，但对其历史背景、基本内容和历史意义的研究，可以为社会主义现代化的建设提供宝贵的经验。
