全球价值链重构中服务业位置及其政策逻辑

利用最新的全球价值链位置测度方法，测算分析了2000—2014年中国服务业的位置变化趋势，研究发现：从前向和后向联系来看，中国产业的复杂和完备性导致中国服务业总生产长度高于主要发达国家，全球价值链生产长度呈变长趋势，中国服务业全球价值链参与程度不断深化，但是其价值链位置仍处于相对下游位置。后疫情时期的全球价值链重构呈现三大特点：数字化、智能化、网络化的技术发展趋势；区域化和本土化的地理格局发展趋势；制造业与服务业融合发展趋势。服务业在全球价值链中地位越来越重要，服务业创新发展、融合发展成为未来政策着力点。

Service Industry's Position and Its Policy Logic in the Reconstruction of Global Value Chain

In order to explore the the position of service industry in GVC, accordding to global value chain position measurement method, we analysed the position of China''s service industry from 2000 to 2014. The result shows that: From the perspective of forward and backward linkages, the complexity and completeness of China''s industry has led to China''s total production length being higher than that of major developed countries, and the global value chain production length is becoming longer. China''s service industry''s participation in the global value chain continues to deepen, but its value chains'' position still in a relatively downstream position.Finally, the reconstruction of the global value chain in the post-epidemic period presents three major characteristics: digital, intelligent, and networked technological development trends; the development trend of regional and local geographical pattern; the trend of integrated development of manufacturing and service industry. The status of the service industry is becoming increasingly important in the global value chain, and the innovative and integrated development of the service industry will become the focus of future policies.
