行政组织中的行政理念分析

行政理念是行政组织成员在管理社会事务与组织内部事务所持的思想观念和价值判断。行政理念由观念性与规范性的两大结构层次组成:前者包括行政的心理、意识、思想、价值、理想、道德、后者包括行政的传统、习惯、原则。行政理念结构层次之间稳定的条件取决于各层次的吻合性,行政理念具有外在适应与内在整合功能。行政理念与行政组织间的最重要关系则表现为:行政改革必须通过行政理念转变的先行来实现。

An Analysis of Administrative Philosophy in an Administrative Organization

In this paper,the connotation of adm inistrative philosophy is analysed,and the relation between administr ative philosophy and the administrative o rganization is discussed.In the aut hor' s view,administrative philosophy c an be divided into two levels:conceptive adminis trative philosophy and standard adm inistrative philosophy.The former includes the psy-chology,awareness,ideas,value,i deal and ethics of administration,a nd the latter includes the tradition s ,customs and principles of administration.And b etween administrative philosophy a nd the administrative organization there is an adaptive and interactive relation.
