| 摘 要： | 本文从“棱柱型行政”概念出发 ,分析了“棱柱型行政”的内涵 ,指出我国的社会环境正处于由传统社会向现代社会的过渡阶段 ,在行政环境上属于“棱柱型行政”阶段。针对“棱柱型行政”的特征 ,提出我国在当前的行政改革中应注意的问题
