中国经济转轨过程中微观经济规制的结构性问题

中国在从计划经济向市场经济转轨的过程中,微观经济治理结构的演化经历了三步曲:放权让利,政企分开和专业性规制。贯穿这一过程的主线是不断调整微观经济规制改革过程中的结构性矛盾,分析前两个改革步骤的线索是规制的隶属性偏差与合谋问题。缩小政府微观经济规制的范围,增强微观经济规制的效果是进一步解决微观经济规制结构性矛盾的现实需要,专业性规制机构的出现和完善将最终从结构上完成我国微观经济规制体制的转轨。

Structural problems of microeconomic regulation in the process of economic transition in China

In the transition from planned economy to market economy in China, structural governance of microeconomic regulation undergoes three steps, namely giving off power and profits, separation between government and enterprises, and authentic regulation. We suggest that the main line through this procedure is the continuing adjustment of structural problem in microeconomic regulation reconstruction, and the main clue in the analysis of the former two steps is the problem of subsidiary bias and collusion. The next step for solving the dilemma in structural governance of microeconomic regulation is to narrow the scope of government microeconomic regulation and strengthen the effects of regulation. The appearance and perfection of authentic regulation institution will finally finish the structural transition of microeconomic regulation system in China.
