目前,以学校为主体的高校内部管理体制存在着人员编制统得过死、办学经费管理权高度集中、权责分离、资源浪费严重等弊端。建立以院(系)为管理重心的高校内部管理体制会增强院(系)的责任感,充分调动和发挥院(系)的主动性、积极性、创造性,挖掘其最大潜能,不断提高教学质量、科研水平和办学效益。建立以院(系)为管理重心的高校内部管理体制应简政放权、重心下移,建立科学的财务管理体制、目标管理与绩效管理相结合的管理办法。科学考评各院(系)工作,构建院(系)经济指标会计核算体系和院(系)社会贡献率核算体系。依据目标完成情况发放管理人员岗位津贴,依据相对业绩对各院(系)分配管理效益奖。
