我国城市化过程中土地问题与政府行为模式分析

我国城市化正在进入快速发展的阶段，城市化水平与我国城市经济增长有着很强的相关性，由于我国城市化道路与市场经济国家存在很大差别，具有自身的特点，在城市化推动城市经济增长的过程中，土地与土地收益发挥着巨大作用，但同时也出现了很多问题，这些都与地方政府的行为有着密切关系。文章以公共选择理论和制度经济学的一些观点和假设为前提，对地方政府的行为模式、目标函数、各地方政府之间的竞争机制以及地方政府所处的制度环境等进行分析，试图得出一些结论，并有针对性地提出建议。

Research on the Land Problems in the Process of Urbanization and the Governmental Activity Mode

In China＇s accelerating urbanization process, strong relationship exists between the urbanization rate and the urban economic growth, but Chinese urbanization mode is unique and different from that of the market economy countries, land and land revenue plays a very important role in urbanization process and ecouomic growth, local government characteristic and its activity mode may account for this situation. Using the ＂Homo Economics＂ assumption as the foundation, the paper analyzes the activities of local government, its goal function, the competition between local governments in order to find the reasons behind the land problem and put forward some countermeasures.
