| 摘 要： | 世纪之交，以江泽民为核心的党中央第三代领导集体作出加快中西部地区发展的战略决策，启动中西部大开发伟大工程。这一决策的理论依据，就是邓小平的“两个大局”的战略构想，全面领会邓小平“两个大局”和共同富裕的思想对于贯彻实施西部大开发工程，具有重要的意义。

| Abstract: | At the turn of the century, the third generation of central collective leadership of the CPC with Jiang Zemin at its core has made a strategic decision to initiate and speed up the development of the central and western regions. The theoretical basis for this decision is Deng Xiaoping's strategic concept of "Two Overall Situations". It is of great significance to fully understand Deng Xiaoping's thoughts of "Two Overall Situations" and common prosperity in the implementation of the project of western region development. |
