西北民用机场面临的困境及发展策略探讨

按照国家民航体制改革方案,我国民用机场下放地方政府、实行企业化管理;位于经济不发达地区的西北民用机场在属地化之后,面临着市场、资金、管理及发展等诸多困境,如何在新的形势下摆脱困境谋求发展,成为摆在国家、地方政府和机场经营者面前的重要课题;发展西北民用机场,应明确机场定位,充分整合各种资源,与地方经济互动发展;同时,鼓励机场之间的联合,引进资金和管理,转换机场经营思路,并争取国家、地方政府的资金和政策支持。

On the Development of the Civil Airports in the Northwestern China under the Difficult Plight

In accordance with the "Scheme of Structural Reform of Civil Aviation Industry", the CAAC has been transferred the ownership and management of airports to local governments. With the disadvantages of airport localization,the airports in the northwest regions of China will be facing the difficult plights, such as the competition of the aviation industry market, the lack of fund, and the problems of management and development. How to solve these problems is the currently important issue for the nation,local governments and airports operators.To implement the strategy of "Western Development" and to develop the airport in the Northwestern China would not only determine the position of regional airports, optimize resources deployment and lean on the local economic development for mutual benefits,but also enhance the consolidation of airports,abtain the investment and the new management methods,and get the support of the fund and the preferential policies from the nation and the local government.
