| 摘 要： | 建设和谐文化是黑龙江垦区构建社会主义和谐社会的内在要求。黑龙江垦区文化发展存在着传统文化与现代文化、主导文化与大众多元文化、人文文化与科技文化、文化软实力与经济硬实力发展不协调等问题。黑龙江垦区应当加强人文知识的普及与教育,构建核心价值体系,打造北大荒特色文化,用和谐理念引领文化发展,提高其公共文化服务能力,加快文化产业化发展。
