WTO框架下的绿色壁垒及其应对新探

入世后我国出口产品遭遇两类绿色壁垒即相对绿色壁垒和绝对绿色壁垒的困扰 ,这既有我国出口产品抗御绿色壁垒的能力弱、基础和环境差的原因 ,也有进口国为提高贸易门槛、进行贸易保护的原因。因此 ,应分清造成我国产品出口障碍的两类不同绿色壁垒 ,理性认识我国出口产品不能跨越绿色壁垒的原因 ,采取不同的措施 ,应对两类不同绿色壁垒

The Green Barriers within the Frame of the WTO and Countermeasures

After the entry into the WTO, China encountered two type s of barriers: relative and absolute green barriers, partly due to the vulnerability, weak foundation and en vironment in resisting the green barrier, and the trade protection of the importing countries . Therefore, we should distinguish the two types of barriers, explore the reasons why our export s cannot surpass these barriers and adopt different countermeasures.
