| 摘 要： | 在东北老工业基地的振兴过程中,民间资本与科技项目有效结合不仅可以大大提高民营企业竞争力,同时二者的结合还可以调整民间资本不合理的投资结构,也可以改变民间资本投资地区分布不均衡的局面。因此有关部门应采取相关措施促进民间资本与科技项目有效结合,具体措施包括:积极推进和完善风险投资基金的发展;完善信息型中介服务机构;政府应给与高科技民营企业财政和税收上的优惠;尝试引入科技投资保险。

| Abstract: | In the process of revitalizing the old industrial base in Northeast China, the effective combination of private capital with sci-tech projects is important, which could not only improve the competitiveness of private businesses in China's socialist market economy but also readjust their unreasonable investment structure and change the unbalanced regional distribution of their investments. Therefore, the departments concerned should take measures to accelerate the effective combination of private capital with sci-tech projects, such as expediting and perfecting actively the development of venture capital funds and information centers and agencies to facilitate the combination, granting preferential financing/taxation policies to private businesses engaging in high-tech projects and trying to introduce a special insurance for sci-tech investment. |
