政府整合类型的理论研究

整合是政府生存与发展的必要前提,也是政府行政效能的重要保障,对于政府职能的履行和整个社会的发展具有重要意义。以组织效率和社会活力两个主要参数为依据,我们可以把人类历史上出现过的政府整合类型大致分为四种,即:僵化-低效型、僵化-高效型、活力-低效型和活力-高效型。不同的政府整合类型赖以产生和存在的社会背景、社会条件各不相同,对于政府的行政效能及其社会后果也有着鲜明的不同的影响。

A Theoretical Research on the Type of Government Integration

A certain ability to integrate is a necessary premise for a government's existence, development, and its administrative capacity, which is also very important to social development. According to the two main parameters, organization efficiency and social vigor, government integration model can be classified into four types, i.e., low vigor - low efficiency, low vigor - high efficiency, high vigor - low efficiency, high vigor-high efficiency. Each type has its own social foundation and different influence on government's administrative ability and social development.
