西部农村金融制度变迁的经济学分析

现行的农村金融制度已成为西部农村经济发展的制度性障碍。目前,正式金融制度供给不足、供给趋同以及非正式金融制度的兴起已成为推动西部农村金融制度变迁的动力因素;同时,区位禀赋约束、国家和地方对金融的控制以及西部农业的弱质性则构成了西部农村金融制度变迁的制约因素。作者据此提出了以回归和强化正式金融机构的 功能、赋予非正式金融组织合法地位作为西部农村金融制度变迁的路径安排。

An Economic Analysis on Change of the Rural Financial System in West China

The current rural financial system has become obstacle to the rural economic development in West China. Now, the motive factors for pushing the west rural financial system to change include the shortage and convergence of supplies of the formal financial system, and flourishing of the informal financial system . At the same time, regional en-dowment restraint, government control on finance and the fragility of west agriculture make up the restrictive factors on change of the west rural financial system. Based on these analyses, the author proposes the options for change of the west rural financial system: the function of the formal financial system should be restored and strengthened; the informal financial system should be given a legitimate status.
