论现代社会利益集团的组织功能——兼论我国的利益集团

利益集团的组织功能具有正向功能与反向功能。鉴于外国利益集团的正反向组织功能,对于中国的社会利益集团,政府一方面要建立民主的利益表达机制和决策参与机制;另一方面,要实现利益调控制度化、制度建设民主化、民主制度程序化、民主程序法制化。同时,要提高政府在利益集团政治中的自主性,防止软政权化。

On Organizational Functions of Interest Groups in Modern Society and Interest Groups in China

Interest groups usually possess both positive and negative organizational functions. In accordance with these double functions of foreign interest groups, Chinese government should take the following measures upon Chinese social interest groups: on one hand, democratic mechanisms are to be established to represent their interests and to encourage their participation in decision-making; on the other hand, interest regulation systems are to be institutionalized, routinized and legalized in a democratic atmosphere. Meanwhile, the government should strengthen its autonomous power in dealing with interest groups.
