文章利用广西4县市农村居民的问卷调查数据, 探讨影响“新农保”政策有效性的非经济因素。研究发现:农民的文化水平、职业、家庭结构、养老观念等非经济因素在不同程度上能影响到“新农保”政策的有效性; 不同的非经济因素对“新农保”政策有效性的影响具有差异性。这一结论既利于增进对“新农保”政策的认识, 也利于寻找优化“新农保”政策的着力点。

An Empirical Analysis of Non-economic Factors to Affect the Validity of "New Rural Insurance" Policy:Based on the Data of Rural Areas in 4 Counties of Guangxi

Based on the questionnaire data of rural areas in 4 counties of Guangxi, the essay explores non-economic factors to affect the effectiveness of "new rural insurance" policy. The survey shows that some non-economic factors, such as farmers' education level, occupation, family structure, endowment concept etc. can affect the validity of the "new rural insurance" policy to a certain degree and that the influence of different non-economic factors varies. These findings can help promote comprehension and optimization of the "new rural insurance" policy.
