论民族农村社区社会保障体系的建构

社会保障制度是社会主义市场经济体制的基本组成部分。近些年来 ,伴随着社会结构转型和经济体制转轨 ,国内的经济学界、法学界以及社会学界掀起一股社会保障的“研究热”。但是 ,就其研究对象来看 ,关注城市社区社会保障的多 ,而关注农村社区的少 ;关注发达农村社区的多 ,而关注民族地区和不发达农村社区的少。民族农村社区的社会保障问题几乎成了被人遗忘的角落。而实现“生有所靠、老有所养、病有所医”是当前少数民族农牧民群体的迫切愿望。本文从人文区位学、结构功能主义、社会系统论等理论视角出发 ,主要对民族农村社区的社会保障现状加以分析 ,并在此基础上对其模式的建构提出了一些个人的看法和主张。

The Building of the System of Social Security in Minorities Rural Areas

The system of social security is an important part of socialist market economic system. Along with the changes of Chinese social structure and economic system, there are so many studies of it in recent years but few studies have been concerned with this problem in backward rural areas, let alone in the minorities rural areas. Naturally, people there also hope to be taken care of when they get old and are cured when being ill. This article puts forward some ideas about how to build the system of social security in minorities rural areas from the perspectives of human ecology, structural functionalism and social systematic theory.
