生态合作:国际社会的严峻挑战

经济全球化在繁荣和促进全球经济的同时，也加剧了全球生态危机。全球生态资源的非排他性和非竞争性，以及目前国际社会对损害全球生态资源行为进行有效遏制的强制性制度的缺乏，都增大了国际生态合作的难度。加强国际生态合作，需要有一个由人类一致的经济意识、全球生态意识和全球道德意识构成的国际环境，这却是一个漫长的意识变革过程。鉴此，国际社会将长期面临着国际生态合作的严峻挑战。

International Ecological Cooperation: Rigorous Challenge to International Society

Economic globalization aggravate international ecological crisis,although it flourishes and promotes the global economy.Non-exclusiveness and non-competition of international ecological resources,and the international society's lack of mandatory institution that contain the action of damaging international ecological resources,increase the difficulty of internatiuonal ecological cooperation.In order to enhance international ecological cooperation,international socicty needs a condition that all people in the world hold the same economic consciousness,ecological consciousness and morality consciousness.Because of the forming of the common consciousness needs long term,international society will face long term challengs in international ecological cooperation.
