一种有效的国有资产管理体制构建,必须考虑国家体制改革的基本要求和国内改革的实践经验,除此之外,更应该注重对当地社会经济、国有资产现状以及其它影响因素的研究.本文选择H市为具体研究对象,就地方政府如何选择国有资产管理及营运体制问题,采取定性分析与定量分析相结合的方式,着重对当地的国有资产管理现状以及影响决策的诸多因素进行分析研究和评价,探寻选择地方国有资产管理及营运体制的方法.

An Approach to the Choice of Local State-Owned Property Management System--Taking H City As An Example

To set up an effective state_owned property management system, attention should be paid to the basic requirements of the national system reform and the domestic practical experiences. In addition, the research of the specific local social economic condition, the present state of the state_owned properties, and the other factors concerned should also be taken into account. This article chooses H City as the concrete research object and adopts both qualitative analysis and quantitative analysis methods to study the choice of local state_owned property management and its operation system. By analyzing and evaluating the present management state of the local state_owned properties and the factors that affect the decision-making, the author attempts to explore a method to choose the local state-owned property management and the operation system.
