摘    要:教学质量是高校生存和发展的立足之本,通过分析比较监控机制和激励机制在高等学校教学质量保证体系中利弊,论述在中国的高等教育进入大众化初级阶段,应从实际出发,清醒地认识到监控手段的基础作用,发掘激励机制的新内涵,坚持监控与激励并重,平衡协调发展,创建科学合理的教学质量保证体系。

Abstract:The teaching quality is a a foothold to exist and develop for higher education.Through analyzing and com- paring the gains or losses in the quality control system of the university and college teaching in supervision mecha- nism and eneouraging mechanism,this text expatriates that the higher education of China should set out from the reality in the period of early stage,and that the adminis- trative should realize the basic function of supervision mechanism and find the connotation of encouraging mech- anism,insisting on the parallel of supervision and con- trol,and the balance of moderate development,establish- ing a scientific and reasonable teaching quality control system.
