| Abstract: | The author points out that the Chinese functionary system aims at providing high-quality government functionaries. In the process of the functionary management, the government is the only managing institution while the society plays a minor role. The key trait of good management is to establish a good cooperation for the mutual benefit and high efficiency between the government and the society, whose purpose is to ensure a good service for the common people. |
