| 摘 要： | 过大的差距和无差距是两种极端的情况,都不利于和谐区际经济关系的构建;适度的区域差距,不仅是必然的,也是经济发展的必要条件。这个"适度",就是公共产品和公共服务的均等化,它主要通过规范的政府间财政转移支付来实现。

| Abstract: | Over-disparity and no-disparity are two kinds of extremity, both of which have harmful effects on the construction of harmonious inter-regional economic relationship. Appropriate regional disparity is not only necessary but also prerequisite for economic development. The appropriateness here refers to the equalization of public services, which can be mostly achieved through normative fiscal transfer payment among governments. |
