公平正义与当代中国市民社会的构建

平等优位于自由的传统,社会主义的本质要求,公平问题的凸显,决定了当代中国必须构建公平正义的市民社会。公平正义的市民社会是民主、自由、和谐等价值实现的社会根基。构建公平正义的市民社会的基本方略是：规范政府行为,建立服务型政府,提升政策的公共性;培育公民文化,发挥公共媒体和知识分子在多元利益表达中的积极作用;公平合理地配置教育资源,推行针对弱势群体的＂差别化＂的教育政策;明晰权力与市场的边界,限制市场垄断,塑造公平合理的市场竞争环境;拓宽社会保障范围,建立针对社会弱势群体＂底线公平＂的社会保障制度;积极推动弱势群体的社会组织建设,提升弱势群体的利益博弈能力。

The Value Orientation of Equality is Above Liberty and the Construction of Fairness and Justice Civil Society in Contemporary China

The tradition of equality is above liberty, the essential requirement of socialism and the highlights of fair problem in contemporary China, which demand China to construct civil society of fairness and justice. The civil society of fairness and justice is instrumental in the value realization of democracy, liberty and harmony. The basic strategy to construct the civil society of fairness and justice： standardize government behavior, construct service government, improve public nature of policy, cultivate the citizen culture, make the media and public intellectuals to play the positive role in the expression of interests, dispose educational resources fairly, promote different education policy directed the vulnerable groups, clear the boundary between power and market, limit the monopoly, create fair and reasonable market competition environment, enlarge social security for vulnerable groups, establish social security system of fairness, promote construction of organization for the vulnerable groups actively, improve the ability of vulnerable groups in the game of interests.
