| 摘 要： | 北宋前期是宋代官营牧马业发展的一个重要时期,牧马业经历了宋太祖、太宗时期的建立和初步发展,到宋真宗时期已相当兴盛。为增强军事力量,北宋前期的统治者特别重视马政建设,出台了许多有关官马管理和役使的律令措施,对官马的饲养、管理、疾病防治、孳育、牧场建设、残损官马肢体的处罚等诸方面作出了详尽的规定,为牧马业的发展起到了积极作用。宋政府通过主观努力,在一定程度上弥补了因气候地理条件不利而造成的官马不昌的缺憾。
