日本电子政府的发展状况与推进政策探析

日本电子政府服务从20世纪90年代初开始起步,通过对20多年来涉及电子政府发展的数项战略和计划进行梳理,发现日本电子政府的含义和致力解决的问题既有所变化又有一定的连续性。从日本国内社会各界和联合国调查报告对日本电子政府运行的评价分析来看,日本电子政府服务取得了进步,但同时也存在一些根深蒂固的问题。本文对日本电子政府的含义进行了再解析,并结合上述分析对以往日本政府制定的发展战略和计划的意义加以重新审视,从而提出以下政策建议:挖掘潜在的应用系统推动电子政府服务的普及,进一步落实以需求者为中心的理念,消除数字鸿沟,把更多与灾害相关的服务项目纳入电子政府服务范畴。随着数字经济时代的到来,加快推动电子政府的完善和发展势在必行,日本在推动电子政府发展中的做法和经验,可以为中国相关领域发展提供一定的借鉴和启示。

The Current Situation of the Development of E-government in Japan and the Analysis of Promotion Countermeasures

E-government service started from early 1990's in Japan,there exist both changes and continuity in the definitions of Japanese e-government and the problems that the Japanese government engaged to deal with.To analyze the evaluations of the e-government from domestic society in Japan and indicators of United Nationssurvey can find that Japanese e-government services have made much progress but still exist some deep-rooted problems which should be resolved.Based on the analysis above and authors’comprehension of the meanings of e-government in Japan,weexamine the effects and significance of the strategies and plans that have been carried out,and put forward some countermeasures and suggestions as to the better development of e-government in Japan from different aspects.It is necessary to excavate the killer applications to promote the popularity of e-government services,implement the concept of“customer-centered”indeed,eliminate digital divide,capture more e-government services about natural disasters.As the digital economy era is coming,it is essential to improve and accelerate the development of e-government.And the measures taken and experiences from Japan may provide much references and lessons for China.
